Maybe we're doing it wrong. We've interpreted a lot of things wrong until they were clarified by the developer.That's what happens when they rush out rubbish rulebooks.
I'm sticking with immediate effect. Or maybe from start of next round.
Mostly because as an example if you build the energy installation upgrades in round 2 to get +1 energy, should you keep that player disc slightly off the corporation card so you don't see the benefit at the start of round 3?

Setup is part of every game as there wouldn't be a game without the setup. So if the setup features stochastic elements the game can hardly be deterministic.
There is a chess variant called Fischer Random. It is called like that because the setup of the pieces is randomized and thus plays differently than normal chess as opening knowledge is fairly worthless.
It matters significantly whether a game with spatial elements features a static or changing map. It also matters significantly whether you always play with the same cards when you play a deckbuilder.
So the claim that game setup is not part of the actual game translates into the claim that there is no difference between playing Dominion Base or playing Dominion + all expansions.
In short, the notion that the game setup is something above and beyond the game is even more ridiculous than the double speak-ish "flexible strategy" stuff of the OP.
Mate, Setup isn't part of playing the game and stating otherwise makes no sense!!
Also, no one said anything was deterministic, what was said is that there's no randomness or luck and perfect information when you start playing the game and setup isn't part of playing the game... that's why so many rulebooks say after the setup part "And now you are ready to play the game"... setup is building the landscape where the game will take place!
For the normal version of Chess you can make plans and strategies and there are a wide array of starting moves you can use to fit your strategy.
If in the other hand you are playing a variant like the one you mention or like in FCM where the layout of the game is setup before the game starts, that only means that you can't plan your strategy before you see the layout, it doesn't mean the game you are going to play is random or that randomness was inserted into it!! It wasn't!!
After the starting layout in either that variant of chess or in FCM is done the game can start and there's ZERO randomness in those games... there's perfect information available to all the players and that doesn't change because you have to wait to see the layout of the map or the pieces!! The mechanics of those games have no luck factor in them!
The only random element in those games are the actions of your opponents, and that's why I say that no game in the world, even the ones with 0 randomness and perfect information, is 100% strategy...
But I see there's no point is discussing with you because you'll jump through any hoop that you can, no matter how ridiculous it is, to avoid saying that you were wrong and someone else was right...
